An outbound agency is a Chinese media agency specialising in helping Chinese advertisers buy media in international markets, as distinct from agencies serving international brands inside China.

Outbound agencies emerged as a distinct category as Chinese brands began expanding internationally at scale. They differ from traditional Chinese agencies in that their media expertise points outward, and from international networks in that their client relationships and operating culture are Chinese.
The market is concentrated. The largest tier includes BlueFocus, TecDo and MeetSocial; a second tier includes GIMC, Sevens, SparkX, Huntmobi and Eclicktech; below that sit the international 4A networks and more than a hundred specialist independents.
International networks have responded by building dedicated outbound divisions — Monks China launched an outbound marketing division in December 2024, for example — which indicates the category is now considered structurally significant rather than cyclical.
